Let me emphasiz...Excellent points, well-expressed. Let me emphasize that although the legislators might have read AND ANALYZED the entire bill before conference (not likely), it is during conference that the majority of pork gets inserted. In addition, changes to the bill may be major -- language added that did not appear in either the House or the Senate version, and language that appeared in both struck. The final version of a bill can and often looks drastically different from the versions going into conference. Reading the final version is absolutely necessary for a congressman to vote WITH INTEGRITY.<BR/><BR/>Apparently, however, the not reading of entire bills before voting is a common practice in our legislature.
